Mapping Your AI Curriculum to the UNESCO AI Competency Frameworks
UNESCO's 2024 frameworks give institutions and ministries a shared vocabulary. Mapping an existing course to them takes about a day and usually finds the same four gaps.
UNESCO released AI competency frameworks for students and for teachers during Digital Learning Week in 2024. The student framework defines 12 competencies across four dimensions at three progression levels; the teacher framework defines 15 competencies across five dimensions, also at three levels. Mapping an existing AI course to these frameworks is mostly an auditing exercise, and it is usually the fastest way to show a ministry that a programme is coherent.
What the student framework contains
Four dimensions:
- Human-centred mindset — understanding AI as a human choice, not an inevitability
- Ethics of AI — fairness, accountability, privacy, environmental cost
- AI techniques and applications — how systems actually work and where they apply
- AI system design — building and evaluating systems
Three progression levels run across all four: Understand, Apply, Create.
What the teacher framework contains
Fifteen competencies across five dimensions, assessed at three progression levels. The practical consequence is that faculty development cannot be a single workshop: a framework with progression levels implies a path, and a path implies more than one session.
How to run the mapping
Step 1: inventory what you already teach
List every session in the programme and what a student can do after it. Not the topic, the capability. "Introduction to machine learning" is a topic; "can explain why a model's training data determines its failure modes" is a capability, and only capabilities map to a framework.
Step 2: tag each capability to a dimension and level
Most existing courses cluster heavily in "AI techniques and applications" at the Understand level, and thin out badly in Ethics and in anything at the Create level. That distribution is the finding, and it is usually visible after an afternoon of tagging.
Step 3: fill gaps with assessment, not more lectures
The Apply and Create levels are defined by what a student produces. Adding another lecture does not move a programme up a level; adding an artefact that has to be built, tested and defended does.
